There are two primary ways to get receive funding. The first is through competitions on Prop House (which was itself built after getting a grant from the community!). There are recurring small grant "rounds", so you should see if your project fits into any of the categories that are ongoing or upcoming. If so, you can submit and ask for people to vote for you. If you win the round, you'll get funding!

The second way to get funding is to put a proposal "onchain," meaning all Nouns holders will vote on whether or not to give you a grant. This is where most of governance happens. You can create a candidate proposal on Nouns Camp or Agora, and then someone with at least one Noun token will need to sponsor you
